Rights, Privileges, and necessities are not the same things

It's a privilege
Just like citizens are not denied equal access to any other public service.
But that isn't to say you can't be expelled from a public school.

Education used to be done by charities as well
and it used to be cheaper

this causes more people to want to attend, many of whom can't afford it,
thus the government funds it even more,
