(and not privilege in the social justice sense)
It's a privilege
Just like citizens are not denied equal access to any other public service.
But that isn't to say you can't be expelled from a public school.

Education used to be done by charities as well
and it used to be cheaper
Public education in the United States wasn't supposed to become the bemouth that it is.

The government subsidizes upper level education,
this causes more people to want to attend, many of whom can't afford it,
thus the government funds it even more,
this once again causes more people to want to attend, many of whom can't afford it,
and it just keeps spiraling.
