There is a difference between forbidding marriage, and choosing to stay a virgin.
So if someone was married (of course, to a single wife) when becoming bishop, it was expected that he would have no sex

So if you want marriage, what we ask is easy: dont be a priest
When someone is married the two become one flesh.
And a priest is married to the Church/congregation/whatever
Which is why priest's wives are honored like nobody else in Orthodoxy.

No where in the bible does it say that priests *should* be celibate. Paul preferred that *everyone* be celibate, but that lustful sinners should marry. Paul had just got done talking about the qualifications for bishops, overseers, deacons and elders. Whatever noun you prefer.

There you can see that the emphasis is in "only", as in not practicing polygamy
Married only once. To the Church.
Only Christ married the Church. How can a woman have multiple husbands?
And as I have said, this is form a time where the Church was much more sparse, Christianity was new, and bishops were taken from the general population. But even then it is normal that, those that had a previous marriage, were expected to abandon their conjugal rights

BUT DEMONS WILL DECEIVE
Married people can become priests, priests can not marry. An essential part of marriage is the marital act of which priests voluntarily abstain. The marital act is necessary to consecrate a marriage, thus why priests do not marry. Due to the difficulty of abstaining with a spouse, and that we are instructed to not withhold ourselves from our spouse except out of necessity, the Church preferentially ordained unmarried men.
