We are required to love everyone, but love is not necessarily shown through supporting them no matter what they do, it doesn't even mean you must respect them.

even safety is traced back to love though. We love our own lives, or the lives of those close to us.

Then why would people fight for the safety and betterment of the lives of people that they don't even know?

Because they love their country, they love the idea of love and goodness
