those are market solutions, lomborg has some solid libertarian ideas (and many non-libertarian ideas)
like an easy way to reduce the cost associated with flooding and huricanes... get rid of the federal subsidy on insurance

or increase efficiency in food production... remove subsidies and price ceilings and floors on agriculture
basically get our sugar from cane instead of beets
There are some fossil fuel subsidies that could be abolished, like LIHEAP. This program incentivizes people to use fossil fuels for residential heating
