A lot of countries used to do it. It’s way more convenient to ship criminals off and forget about them than it is to feed them for their whole lives

@RoadtoDawn One of my many issues with the idea of an Island full of exiles, is you get (the person or party aggrieved) nor receive justice (the offender). Which would start creating even more problems then its looking to solve.

What this person or person's murdered your family?
Well we sent him to an island where he can keep doing those kinds of things. Hope that makes you feel better.
prisoner's island is a theory that's used in game match making quite a bit. It doesn't work for reformation (at all - it's actually been shown to make peoples' behavior worse), but it's certainly effective at keeping the people you don't want ruining your game for everyone else out of their games
(DOTA 2 is a major example of a game that uses a prisoner's island style low priority queue for players that get reported a lot, and Valve has found that once someone ends up in there, it's REALLY hard for them to get back out)
so basically - if there's any goal of reformation at all, don't use it. Otherwise, I mean, it's effective at what it's intended to do

I don't see how, if you had such a place, you would start growing a populist of individuals wanting to do something just to go there.
