1) article is written such to point out the town, the fact it was a HOA violation isn't until paragraph 2
2) HOA's are inherently a sacrifice of your personal rights on the condition that others do the same. You can't display your pride flag because another member of the HOA has lost his right to display his ISIS flag
3) They gave her until next month to remove the flag. Allowing the flag to be displayed until after the event which is inline with the sporting event flag policy cited in the article
