I was unclear in my original phrasing. The point I was trying to make was that the ransomware in the first place was preventable, but happened anyway, probably because (speculation on my part, but would fit the behavior) the ones in charge did not want to pay to implement security practices which would prevent it, and cost much less than $18M or $75K

Generally speaking, no. To make money from a failure (*The Producers* scenario) requires about a year of preparation, and sneaking every bit of the plan past a dozen people **OR** having them onboard.
... It has worked before, though.
