I agree that it's not a good idea to pay off ransomware. It's more that Baltimore ends up spending so much money to clean up a mess that is so easily preventable.

Keep data backed up so you can restore systems easily, have good anti-virus monitoring, don't fall for phishing scams, keep systems up to date.

I was unclear in my original phrasing. The point I was trying to make was that the ransomware in the first place was preventable, but happened anyway, probably because (speculation on my part, but would fit the behavior) the ones in charge did not want to pay to implement security practices which would prevent it, and cost much less than $18M or $75K
