Generally speaking, no. To make money from a failure (*The Producers* scenario) requires about a year of preparation, and sneaking every bit of the plan past a dozen people **OR** having them onboard.
... It has worked before, though.

When this all falls apart, and the war is over, and we're rebuilding, we will once again have a distinction between the men who hold a claim to direct their communities, and those who don't. The idea of mandatory service is a warped remnant of the past, but is not compatible with universal suffrage. Franchise should be tied to service, but once you extend the franchise to everyone with a pulse, you've moved too far past what is sensible for the accompanying requirement for service to even matter.
