People villainize government workers, but lets be honest, people act in their own self interest everywhere when it comes to interactions with people outside your familiar groups. That is why small decentralized government is better. It acknowledges mans tendency to work in self interesting ways and poaitions itselffor that model
Look at how much better the service is at a small va office than at their large hospitals
Or at your local bank vs calling into a national banks hotline
people acting in their self interest and people doing things they know are wrong are not the same thing

when you go down that line you find yourself excusing anything and everything because its easier to just say, "it was natural for them to do it because it helped them"
that's the sort of reasoning that leads to people dropping all moral pretense at all

you can act within your own self interest within the rules. take for instance a local bank, customer service matters because it directly impacts sells which lead to compensation. In contrast a national banks hotline rates support on duration of calls. The quality of service towards one customer is to small to measure. So the worker is acting in self interest by trying to get off the phone asap because the relative value of the customer is low.
The same happens in government, the needs of the individual get ignored in favor of the needs of the masses.
