i think in australia, if you measure the amount of bills passed in the house of reps by the conservative party vs the labour party

I think you and I are talking past each other as to what conservaitve means
conservatives are very much against social change
they want to preserve the social order
especially Christian conservatives, better than further right ones but still bad
(or go back to its "glory days")
so once more, what is the difference, idealogically, between a conservative and a facist
fascist is overly nationalist

they hide within each other very well

I would say that if we want to look at a very basic line
that seems wildly simplistic
well this is what the left wants the most
it makes no account for *what* is being conserved, only that the conservative wishes to do so
and what conservatives are generally trying to conserve is anti-egalitarian systems
because the idea that an American conservative defending the bill of rights is on the same plane as Ian Smith defending apartheid is insane
