Not for any decent output anyway, air pumps that don't just fill things with atmospheric pressure like airbeds need to have pistons to compress it.

We have three people sharing a shower, two with longer hair, so it starts draining slowly once or twice a year, I've taken to just ordering a handful of those chinese snakes for $0.50 instead of getting the $3/ea ones from the hardware store(which now no longer carries them). They work ALMOST as well, but I just use a second one.
