If turkey invades rojava in syria with intention of taking as much territory as possible, then it is likely that syria will take back most of the territory they lost, that includes al-raqqah.

For most of them, they surrendered or were arrested, and were offered a posistion in the SDF/rojava.

While foreign mercanaries are a big part of the SDF and rojava, they don't have many of them, so that's why they recruit from the local population, or leech off of ISIS who are still present in syria.

They aren't authoritarian though, at least from what I have heard, it is mostly the instability, and chaos that reigns in the area's they control where there isn't military occupation/open warfare happening, where soldiers keep order.
