ISIS is a narrative that is arguably irrelevant. And anyway the USA can only do as much as other nations let them - 10 years ago they marched into Iraq, Could they do that today? No.

It used to be the USA from the end of the coldwar until the Syrian civil war
now we are at a point in geopolitics where theres no country who could be said to be the only superpower
The question isn't "who's in control?".
The question is "who's gaining control?".
According to military activity, the United States is winning.
China is rising, Russia is resurging and the EU and US are declining
Military activity is real politics.
