the idea i have is give the money to charities chosen by the person paying the fine.

well there is a problem when people call fines "fund raseing"
and a conflict of interest when the people makeing the rules get the money form the fines set by those rules.
You can donate to a charity yourself ... actual punishment would be if the fine from a faggot went to the church, and a fine from a pastor went to planned parenthood
I would have a list set up for charities you could pay the fine to, would be food banks and such.
