Whoever is being groomed as her successor in the CDU will take over that role, though she may end up being a more vocal former Chancellor, like Blair currently is in the UK. Germany is the largest country in the EU both in terms on population and economic contribution which explains why it is her rather than a different national leader, but they have both the President of the Parliament and of the Commission who should be taking that role.
