The location of solar panels is irrelevant, because the force of electricity decreases by distance. Unless you want to live very close to those panels, the electricity won't be enough to power a city

I've been to nuclear plants, they measure in REM & miliREM, which are based on roentgen
Then convert that and tell us how high the legal exposure rate in the US is today

Well it's still in the law, listed as sievert. If rads are outdated, than these laws need rewriting.
