Im using ddproductions build limit extender and simply chose the x10 on the dialogue that comes up when first interacting with the workshop

the fallout 4 building is surprisingly addicting even more so if you mod it
sim settlements will kind of adapt a little if you build some on the existing build plan
There are building mods that'll let you build literally anything
