They aren't. They do have portraits of Lenin on in some buildings, but they aren't Communists. Their ideology is much more nationalistic and traditionalist and they simply don't probably even know what Nazis and Fascists really are because all their information came from the Soviets and they used it as a word for everyone they don't like.

I'd say DPRK is far more nationalist and traditionalist than the USSR was.
North Korean propaganda isn't much worse than propaganda against it, it's just cruder and more old-fashioned.
And planned economy is not new to Korea as well.

Nice thing about DPRK is that they keep the totalitarian tradition of building huge structures.
