Snake, I would sway toward the side of replacing collective interest with mutual interest, but you can argue both are the one in the same, though collective insinuates a grander framework of collectivity in a sociopolitical discussion.

Well, you and I may have a mutual interest of ensuring the weeds growing in our yard don't overtake and spread to one another's gardens, but that's quite different from elevating the nomenclature of collectivity. Mutual interests can be found all throughout the scales of human institution, and that's how common and civil council is to be pursued, a given, but States certainly shouldn't be authoritatively imposing the interests of some at the cost of others, and this also leads us to arguments for federalism, to distill government down to the lowest levels of state, then to district, to enable communities to govern themselves differently from those of their neighbors, say should one decide to increase taxation to fund some perceivable public good in one, without meddling in the affairs of the other.
I don’t think you need to have laws making people collectives, they do it on their own

I view that as a group of people pursuing mutual interests, which you often find in the creation of institution and thus their participation.
