No it doesn’t hence terrorism is not targeting the state who are responsible for the actions in the Middle East

Republics claim they vote people in to represent them on matters of state. Leadership in turn acts on their behalf. Which you can argue sure. But overall doesn’t give ya right to terrorism. Since anyone outside a 5 year old knows that’s not cut and dry as the idea of a republic is.

then it represents the ppl
if the ppl are indeed sovereign
then they surely are responsible for the military actions of their army
