Next thing you know 15 black teens are behind bars for 15 years for manslaughter and what have you.
Every community faces its own issues.
And the only way forward is taking responsibility for those issues.
If your streets are littered with trash and you wish to promote discipline among your youth, then organize a public event to clean up your streets.
Take responsibility, instead of blaming the mystical powers that be.
Statistically, many of those issues can be solved holistically. That is to say: Better education which focuses on how to think, instead of what. Less welfare while promoting family units. More civic focus.

Instead of discouraging work by way of welfare, why not instead pursue incentivizing work with expanded work/earned income credits, if you believe lowered income brackets need assistance.
That's one solution to the issue you've mentioned.

I do think that the black community does face unique problems.
It's less and less unique to black communities now, however.
I see similar issues unfolding throughout plenty of predominantly white communities, too, including in those multi-racial.
Such as a disproportionate crime rate to their overall population percentage. That, along with more time with police, but getting killed by police less other ethnic groups.

In reference to what is promoted, culturally, there are parallels, especially in urban environments where you see street culture adopted by all racial groups.
It's no longer a matter of "black culture" now.
So, even working under the presumption that anyone in my family tree owned slaves in the US (they didn't), my family fought and died for the Union. Paid in full. I have nothing to answer for.

Then again, I'm a firm believer that I'm only responsible for my own actions....not the actions of others.

Sure. The difference between a Constitutional Republic and a Representative Democracy is individual accountability vs collective rights.

And while you'll see an embrace of one over their other at one point in time, it is just as easily disposed of when motive of self-interest is served.
Don't mistake advocates of collective perspectives as anything but self-interested.
On another Discord server someone asked me if I support gay marriage politically. They did not expect my answer of: "It should not be political. The government needs to step back from marriage and enact a legal terminology which speaks to the contract of two or more individuals and custody."
IE, I neither support nor am against gays getting married. It is not my concern. The government not having a say in the matter is.
They'd strip away your property, then seek the State's protection once they have it.
I bring this up because....at one point, blacks could not marry whites.
....now it's same-sex and poly couples.
