it can mean anything to you that you want
diversity could mean something completely different if you get people behind it
if you have a minority that sees itself as so distinct it does not share in the collective destiny of your polity for instance, they will not want to defend the polity from invaders and might cooperate with them far more then the rest of society would or whatever. Basically the less homogenous your society is the more (and bigger) rifts appear in it under pressure. If there is no pressure at all, there is no problem. But there often is at least SOME pressure, and sometimes there is a lot of pressure, and that tends to be the moments that REALLY count.
