Oh look, no evidence. All it does is claim that "punishment doesn't reduce crime" because of high incarceration rates. The article is presuming that, because one person is harshly punished, it magically increases the intent of others to commit crime. The article literally contradicts itself by pointing out lower crime rates in combination with higher incarceration rates.
