Suadi Arabia also usually only executes people for being homosexual in addition to other offenses, such as child molestation. There's about 150 a year, and most executions are not for gays

They're a case of a country that may be able to improve without the need for war, and as war is the least ideal way of achieving progress, is not a good reason to invade them
