Remove the exemption from Facebook and other non-free platforms breaching the terms of that exemption. Then see how the sites that follow the terms get more traffic, when the big sites start over-curating.

a rule either applies to everyone pre-emptively or no one; the rules don't change based on a single criteria
to reach those people, you need to use mainstream platforms

Gab will have more competitive power, when people are allowed to post anything on it and they don't get sued. If they truly are a free platform.
People do move around..
