It should be self evident in how fascism simultaneously claims to have an active state (read, the state as a moral actor) and also has one of its benefits being that it can switch whether it allows for a free market or controls the market depending on what is best for the state

By the governing body they mean the one-party leadership that makes everything centered around the war effort in order to compete with other nations militarily.
In the instances when they were at war, sure.
Fascism is based on the idea that everything must be within the state; nothing outside or against it.
But that's simply a wartime economy.
Any ideology can and does have that.
