what you are talking about now would require massive long term investment over decades and the need to train several generations of people. it would cost more than anyone would be willing to spend and involve a massive presence in the rest of the world that would rival whatever local government. what you are talking about, is an Empire

you need at least two generations one that is fully trained and is able to teach, and the generation that is being taught. Ideality you would have three so even the ones teaching can have people long experienced in the field to call on. you also require a massive shilt in culture within the country

You train the one generation and provide them the tools for sucess (The investment) and you don't need to do much else as generally as we've seen historically that succeeds
If you want to remain there for more than one generation, keep building, building, building and increasing control then that country would become a sattelite state

The funding for this doesn't even need to be that large. Provide companies incentives to go there and let the market take over there
we did that. in the early 20th century. it rotted away before our eyes. countries that thrived in the british empire became just a bad as those around them in a staggeringly short time.
That happened to countries in the former British Empire because we just cut them off. We didn't provide a transition for them. Their economies were 'colonial economies' which were designed purely for raw resource production, we sucked as much out of them as possible and then just dumped them.
In this instance America won't be doing that. They will be going in with the mindset of NOT doing that. Meaning, you go in there to establish manufacturing and services in their economy, which means it can provide for itself
