not really. aid has not really worked in the decades we tried it. stopping immigration from those countries so the hard working individuals that will make the system better are more likely to stay is a better option. stop brain draining the third world, lower visa programs, and immigration rates, and let them sort their own problems out without interference.

we did that in Africa in the early 20th century. in every country the first world built infrastructure it is almost all gone or rotted away after we left.

what you are talking about now would require massive long term investment over decades and the need to train several generations of people. it would cost more than anyone would be willing to spend and involve a massive presence in the rest of the world that would rival whatever local government. what you are talking about, is an Empire

you need at least two generations one that is fully trained and is able to teach, and the generation that is being taught. Ideality you would have three so even the ones teaching can have people long experienced in the field to call on. you also require a massive shilt in culture within the country
