Well that's because they contract out road maintenance to the lowest bidder rather than mainitaining them in-house

It's an industrial market town
i stopped replacing dvdrw drives like.. 10 years ago because they always break and increasingly dont need them

We had steel industries, train industries up here.

I know trains were a huge market considering the history of the town and trains in general.
