i think it means something like this, once we taste sin we are prone to like it (temptation by the devil) and alot of the times makes us feel empowered/good making it easy for us to fall in it again. So basically everyone who sins are most likely chained to the sin that they are commiting elsewere they notice how bad they are doing it (saying people they are doing wrong most of the time ends up bad , they are the only ones that can really change themselves and notice they are doing wrong). Sin is a chain to whoever does it, and only the one who is sinning is the one who can break those chains.

Sin is a bait for the devil to win followers/power. So anyone whos in sin is basically chained by the devil and only that person can crush the chains by realizing he is doing wrong and stop doing whatever he is doing
