i mean from a technical standpoint you could argue the most powerful position in the US govt. is speaker of the house; they get control over a lot of things

Lobbying is a legitimate thing
The Executive was definitely muted with the establishment of merit based civil servant system. So instead of everyone being subject to political changes only the more senior levels can be replaced willy nilly.

youre missing the point. even if they do that, the people who write the laws are being paid off to begin with. even if they force people to make it public, they will find a way around that to continue donating large sums behind closed doors
