Turns out vote leave did overspend but it was due to bad advice by the watchdog

They made up a new interpretation of the law and then retroactively applied to
Because the prorogation was too long
It's literally that simple
that leaflet was what tipped me over into voting out
which goes against our principles, retroactive prosecution is awful
