The first citation from that graph is from an obscure journalist with no scholarly credentials. The secondary source is reliable, and from a Yale professor, but unfortunately from a book detailing the similarities between Stalin and Hitler's regimes. The 95% statistic comes from the obscure journalist.

Having no credentials and being used a primary citation is grounds for questioning the legitimacy of a statistic that is by a factor of 19 larger than records directly from the Soviet government, no ad hom.
