The first citation from that graph is from an obscure journalist with no scholarly credentials. The secondary source is reliable, and from a Yale professor, but unfortunately from a book detailing the similarities between Stalin and Hitler's regimes. The 95% statistic comes from the obscure journalist.

Nothing got done without bribes, even the most basic goods were shoddy or in short supply, and political repression and censorship were widespread at every point in Soviet history except towards the end.
