They grow up with parents who are addicted to drugs, alcohol, and are probably gang members as well and tend to not care at all or be in jail, that leaves a permanent impact on the child and will usually lead to them mimicking such behavior if they aren't helped, what doesn't help either is the culture they grow up in which encourages gangbanging, drugs, violence, and whatever other degeneracy there is, worst of all is that this is utterly ignored and forgotten about, resulting in the mess that is the urban cities of america.
