Insane isn't a clinical term. A typical definition is mentally deranged or disturbed. It's fair to say that anyone who kills innocent people can be defined as insane.

Mr. Blow there just doesn't have a proper understanding of insane. He thinks it means the person isn't entirely conscious or in control of their actions, which is incorrect.

Though to be charitable, he may be using the same definition someone else was using in the context of a discussion.

Even so, he doesn't provide enough evidence to debunk the possibility of something like a dissociative disorder which can last for very long periods of time.
