the problem is a terrorist is not a structure you can technally be at war with as there is no body to declare war on and no way to achieve victory in the classical sense.

@M4Gunner the issue is this from a strict point of view is how does this conflict start and what needs to happen for it to end. If there is no way to see an end then you end up with things like the war on drugs where it just becomes a nebulous resource drain until you are willing to form a condition that allows the conflict to end. The problem being there is 1 way to end that conflict and no modern political leader is willing to go there.
