Oil is owned by everyone, not who can buy the rights for it.
It is more socialism than what you traditionally think of as capitalistic economies

The Public sector only receives resources if it complies with the state (as shown with Bakeries)
And Venezuela is more Socialist than most other countries
Charging a private company for the oil they extract, is fine for some people

Norway doesn't have a totalitarian regime

their public sector is way bigger
Because the government has limitations to what it can do
even private sector activity is often driven by state investment
they have strong unions
Norway has a pretty free capitalistic market. And people are happy there.
And you can reliably compete with the government

Switzerland too, Swiss are pretty happy too.
Venezuela just puppets the private sector by strangling resources
Norway is a well regulated capitalist economy and they are happy about it
