Because as soon as democracy progresses to point that politicians know that taking from public coffers and giving it to potential voters will guarantee them votes those voters will now understand that they can vote politicians and take more from the public office and eventually squander everything previous generations of built. For long-term growth it requires someone doesn’t have to worry about being elected every few years.

Your problem with democracy seems to be the the human factor, if that's the problem you have with it, doesn't matter which system you pick, it will always be flawed for the same reason.

I think Bruce Bueno de Mesquita's description of how the rules of ruling work, is a fair assessment on how leaders make decision to dedicate resources. The smaller the pool of supporters, the less incentive there is to benefit the general population. Even populist leaders eventually have to face the reality that their bad policies will fail, and they'll get replaced. That's how it worked in favor of Trump.
