and that specific one is rapidly reaching capacity
which really sucks, I know it's only kids but ideological gangs are probably forming in those buildings even now

The issue here is that, at least in America, domestic policy is relatively static regardless of who holds executive office. Foreign policy is a bit more pliable, but decisions broadly fall into what geopolitical interests the country has at that time. The Middle East is the textbook example of this and I imagine North Korea is an object of interest as China becomes a greater competitive force.
