The issue here is that, at least in America, domestic policy is relatively static regardless of who holds executive office. Foreign policy is a bit more pliable, but decisions broadly fall into what geopolitical interests the country has at that time. The Middle East is the textbook example of this and I imagine North Korea is an object of interest as China becomes a greater competitive force.
