@Selma Well, DC used to be overwhelmingly Black. That is always a place where crime is rampant. The homeless, in my experience, are pretty bad people. But like the Blacks, it's the only solution to dealing with life. It's just like with criminals. They know that crimes wrong, but they are PROUD of being criminals.
