Nah, it's about representing an area. It favors "focused" voting.
Some parties in Spain get quite some votes nationwide but it's so spread out they end up with no seats.
Meanwhile, "region-locked" parties get a bunch of seats with less votes because they actually represent their area.
if you're semi-popular everywhere shouldn't you get seats?
Nah, that's not how politics work. You gotta represent YOUR AREA and look for the best for YOUR AREA.

Either the old guard (PSOE & PP) somehow join forces, which is very unlikely, or Spain will enter in his 2nd big crysis in like 10-12 years.
Spain has 50 circumscriptions (provinces) and 2 independent cities (the 2 in Northern Africa). If Spain had a USA-like system, PSOE would win in FORTY THREE of them. 馃槶
