I have a framework from a few years ago that would make a good book, but a great TV series.

Execution is all that matters when it comes to an idea.

Great execution can make any bizarre idea look incredible and bad execution can make any incredible idea look dumb.

Nighthunter Universe:

Monsters are real. Every creeping, flapping, malformed creature that has ever haunted humanity throughout all time exists. The government knows, and has a special “Men In Black” type division that hunts them down and destroys them.
Our Hero comes from a long line of famous monster hunters. He has taken up the mantle as the last of his line, and is widely known for his vicious, ruthless destruction of monsters. He works alone, and when he *does* have a partner, they don’t last long.

Except it’s all a lie. In reality, Hero has found that the majority of “monsters” are mostly harmless, wanting to live in peace and just be left alone. His family has been guardians of sheltered small towns and village of these creatures for centuries, acting as a shield from outsiders who would wipe them out. Sure, the hunters kill monsters, but only those who are so vile and twisted that the regular monsters fear them. The world is kept safe, good monsters live quiet lives, and everyone is happy.

Execution would be Greatest Showman mixed with the spectacle of Moulin Rouge

Then Our Hero is assigned a partner he can’t shake. Unlike the bungling idiots he fends off, she’s the real thing, a True Believer that thinks the only good monster is a *dead* one.

Somehow he has to keep her from killing off innocent monsters, protect his secret town and get harmless ones to safety there, and possibly, just possibly, convince her that not all monsters are really the loathsome creatures everyone thinks they are.

Somehow.

I feel that

I just get vague concepts and don't know how to create stories in them

I get full concepts, but I'm invested in my original worlds, and honestly, the Time Corps universe will never be fully written by me.

Let alone all the other fun things I've come up with. I just won't live long enough.

for instance, tonight I thought up a scene where vague teenage clown boy takes the newcomer main character clown girl out away from the rest of the circus and has her close here eyes. They run up a grassy hill and look over the city. All done before, until he starts pulling magic. It would happen at the end of act one or somewhere in act two, right before something bad happens

I don't plan on giving them full facepaint so it's not quite as strange as it sounds

that would be saved for a climactic battle

as dumb as that sounds

What if the face paint is magic, protection from demons?

I'm thinking he pulls one of those weird "half way through the musical musical sequence" sequences where something is basically just visual fodder for ten minutes

Not just a costume or disguise, but practical?

Make it personal. The reason no clown ever uses another's makeup pattern is because it will only work for one at a time.
