The Cheyenne Mtn complex is now a backup facility in case the primary is compromised. It maintains operational readiness but the people making the immediate decisions are in NORAD facility that is deep underground beneath the USAF airbase. It was jointly run by US and Canadian personnel with the command rotating every two years between a US commander and a Canadian commander. Unsure if it’s still that way currently but it was back about 12 years ago.
