People who continue to refuse will be taken to Quarantine camps and deemed a menace to public health. Everyone else will agree to give up priviate ownership. Continue to vaccinate yearly. Social Credit score brought in, what you are allowed to have based on it. Monthly universal basic income replaces merit or work based income. Finally: Population will begin to decrease drasticly. All non-compliance will lead to death, also vaccines will sterilize most people. Only a few will be able to have children.
