It's actually easy. When Trump made is corporate tax cuts, Federal revenue continued to increase (meaning they had more money to spend):

The problem is congress's spending continues to outpace the growth in federal revenue.

But there are many situations in which lowering taxes actually leads to increased revenue collection by the government. When this happens (as with the Trump tax cuts), it means the areas in which taxes were relieved were previously over-taxxed...meaning they were on the right side of the slope of the Laffer Curve

So the local Costco has 68 staff members who tested positive for rona and all they are asking the public to do is hand sanitizing, wear a mask and social distance. If the virus is so deadly that the small business owner can’t open their business then why are they allowing a place where 68 employees have tested positive to continue to do business? Oh yeah, because the big corps have the pockets of the politicians lined. This is a joke. This is blatant proof that the virus is being politicized.
