next best thing would be to call for an emt or sgt to make a judgement call if the officer is inexperienced in the situtation of a suspect complaining of can't breathe

Any physical complaints of pain or injury should bring paramedics. It is not the job of the police to do so.

but if emt services are applied and the suspect still dies..it's not emt's nor cop's fault then if the actions were result of the suspect's actions originally
oh and make sure cop has body cam as well as emt ....for record keeping and evidence if shit hits the fan
